So, it seems that this is a kind of monument the distinguish Dublin. Paris has a tower, NY has a statue... Dublin has this, a giant niddle!!!!
Actually is very very tall, I think about 100 meters (exactly 120) and, my opinion, very very ugly to see! :(More details available here.

So, what about Dublin? Considering that they use to drive on the wrong side of the street :) it is a very interesting city. If you're asking about the statue of the man with a rope beside the river, it's a statue of a dockworker who would have tied boats/ships to the quays. Years ago the railing would not have been there but loads of cargo ships would have been.
